NOTICE OF INTENTION TO PASS BYLAW

FOR 2024 BUDGET ALLOCATIONS

Please take notice that the Council of the Township of Schreiber intends to pass a Bylaw to adopt the 2024 estimates of revenues and expenses for the 2024 budget year.

The 2024 Budget Bylaw will be considered at a Public Meeting to be held at 7:00 pm Tuesday,
May 28, 2024, in the Municipal Complex Council Chamber located at 204 Alberta Street, Schreiber, Ontario during the Council Meeting.

A copy of the proposed Bylaw may be examined at the Municipal Office, 204 Alberta Street, Schreiber, Ontario. Please contact the Treasurer, Marlene Bottomley, should you have questions regarding the Bylaw.

A letter outlining your comments may be provided to the Clerk prior to the meeting. Your name and address are required to be included in the letter. Letters will be read at the meeting.

Temporary Recreation Facility Operator Support

The Township of Schreiber is seeking a Temporary Recreation Facility Operator Support Person.
The normal hours of work for the Recreation FOS shall be scheduled as follows:

Random days are scheduled, at eight (8) hours per shift, between the hours of 08:00 a.m. and 1:00 a.m. (the following day) as designated by the employer from time to time, with a thirty (30) minute paid lunch to be taken on site.
The minimum qualifications required:

  • High school graduation or equivalent.
  • Valid Class “G” Drivers Licence
  • Previous experience performing custodial and maintenance work
  • WHIMIS, Basic Refrigeration, and Propane Handling training are considered to be an asset

Current Job Description is available from the Director of Operations.
Wage range:               $19.67 – $22.57/hr (CUPE CA 2023 rates)
Effective date:             Immediate

Schreiber is Seeking Applicants to Sit on the new Police Service Board

Schreiber is recruiting for a member of the community to accept an appointment to serve as a member of a brand new Joint Police Service Board.

A “Police Service Board” meets regularly (approximately every 2 months) with the Ontario Provincial Police (“OPP”) Detachment Commander and/or other officers to discuss OPP services, calls, concerns and more.  Community views and needs are discussed.  As well, the Police Service Board Chair has the opportunity to participate in the selection/evaluation processes for the Detachment commander. 

It’s an exciting time to be working with the OPP.  The legislation governing policing in Ontario is about to change.  Historically, the statute was the “Police Services Act” (passed back in 1990).  The new “Community Safety and Policing Act” was passed in 2019, and will take effect on April 1, 2024.

The Detachment of the OPP that services our area is known as the “Nipigon Detachment”.  It serves a very large geographic area, and for that reason, our detachment will have two separate police service boards, rather than one.

The Townships of Schreiber and Terrace Bay, and the Pays Plat First Nation will have a joint Police Service Board called “Nipigon 1”.  The Townships of Nipigon, Red Rock, and Dorion, and the Red Rock Indian Band will have a second joint Police Service Board, known as “Nipigon 2”.

The new “Nipigon 1” Police Service Board will have 5 members.

Two of these members will be appointed by the two municipalities from among their council representatives.  Terrace Bay has appointed Mayor Malashewski, and Schreiber has appointed Mayor Mullins.

Two more members will be appointed by the two municipalities from among their residents as “community representatives”.  These are the seats that the municipalities are currently seeking applicants for.

One member of the Board will be appointed by the Province.  There is an application process for this seat, which the municipalities are not involved with.  Anyone interested may apply through the Provincial process.

The Board needs to be representative of the population it serves, so the application process will take diversity into consideration. The Board will have a valuable connection with the Detachment Commander to provide the expectations of policing in the community.

We are currently recruiting community members for “Nipigon 1”.  One community member will be recruited and appointed by Terrace Bay, and one by Schreiber.  These are the considerations for applying:

  • Judges, active or retired members of a police force, criminal defense lawyers, and crown attornies are not eligible to apply.
  • You must be a resident of the Township of Terrace Bay or Township of Schreiber
  • You must pass a comprehensive background check, including providing a clear criminal records check that was undertaken within the past 12 months.
  • An understanding of the role of a police service board is a benefit.
  • Volunteer work in community organizations is a benefit.
  • Good written and verbal communication skills are required.
  • Previous experience on boards or committees is an asset

If you are the successful applicant, you must complete training prior to starting their duties on the Board.  The training is involves the roles and responsibilities of the board, Human Rights, systemic racism, the diverse, multiracial and multicultural character of Ontario society and the rights and cultures of First Nation, Inuit and Métis people. The training is virtual (distance learning using a computer), and is expected to take up to 15 hours.

Note: As a board member, you may be subject to other statutes, regulations, rules or directives that currently exist or that may be established which are applicable to agencies, boards or commissions.
