Director of Operations

Reporting directly to the CAO/Clerk the Director of Operations is a key member of the senior management team and is responsible for effectively and efficiently directing and supervising all activities of the Public Works, Recreation Facilities, maintenance staff, water distribution, wastewater collection, and overseeing contracted municipal services in accordance with the policies and direction provided by Council.
Applicants should possess at least 5 years experience in directly related employment (preferably municipal), with at least 3 years of management or supervisory experience in a unionized environment.
Desired qualifications include:
- Thorough knowledge of municipal operational and capital budgeting practices and procedures, current regulations, acts, contractual agreements and cost estimating.
- Familiarity with water treatment and distribution systems; wastewater treatment and collection systems; as well as current Ontario legislation related to water and wastewater, including the Safe Drinking Water Act; Sustainable Water and Sewage Systems Act; and the Drinking Water Quality Management Standard.
- Excellent communication skills and a good understanding of quality public relations.
- Competent within the meaning of the Occupational Health & Safety Act.
- Demonstrated competence with standard Microsoft Office computer applications.
- Have and maintain a valid Class G driver’s license (minimum).

POSITION TITLE: Director of Operations
REPORTS TO: CAO/Clerk
POSITION DESCRIPTION: To manage the Public Works and Recreation Departments, oversee provision of service contracts for solid waste collection, water and wastewater plants, and water distribution and wastewater collection systems.
RESPONSIBILITIES:
- Supervises staff, prepares work schedules, assigns duties, monitors performance, trains, evaluates, coaches and disciplines staff.
- Acts as a member of the management team and directs staff as required in the absence of the CAO/Clerk or Treasurer.
- Continuously promotes and maintains effective communications and teamwork practices with co-workers, other sectional staff and supervisors, organizes team building strategies, facilitates and participates in meetings and endorses accountability, flexibility and adaptability.
- Recommends promotions, demotions, hiring and dismissal of departmental staff and completes annual evaluations of staff.
- Prepares for approval and manages annual operating and capital budgets following Corporation guidelines.
- Coordinates and delivers staff training as appropriate
- Coordinates maintenance and general supervision of roads, street lighting, sewer collection and water distribution systems, municipal buildings, facilities and capital projects.
- Responsible for all compliance reporting as required by provincial legislation and regulation.
- Prepares and implements departmental policies.
- Liaises with appropriate Provincial ministries.
- Provides project management services and construction project administration.
- Writes grants and researches government-funded assistance programs.
- Provides technical assistance to maintenance staff.
- Ensures that Health and Safety regulations are adhered to and documented, coordinates staff training.
- Management appointee and Co-chair of the Occupational Health & Safety Committee.
- Attends Council and committee meetings and reports as necessary.
- Availability after hours to respond to operational, maintenance and emergency issues.
- Performs other duties as required.
QUALIFICATIONS:
- Formal training such as Certified or Civil Engineering Technologist designation (CET), Certified Road Supervisor (CRS – AORS), or equivalent credentials suitable to the position.
- Five (5) years supervisory experience in the municipal environment or construction field.
- Experience and knowledge with water distribution systems; wastewater collection systems; as well as current Ontario legislation related to water and wastewater, including the Safe Drinking Water Act and the Sustainable Water and Sewage Systems Act.
- Computer literacy utilizing Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Internet based applications, maintenance management System and GIS software.
- Knowledge in planning, overseeing design/construction and maintenance of municipal infrastructure including roads, curbs, sidewalks, storm sewers, building maintenance issues.
- Experience and knowledge in fleet maintenance and asset management (facilities and property).
- Thorough knowledge of municipal operational and capital budgeting practices and procedures, current regulations, acts, contractual agreements and cost estimating.
- Ontario Building Officials Association certification including General Legal for CBO’s, House, HVAC & Plumbing at a minimum, would be an asset.
- Excellent communication skills and good understanding of quality public relations. Must be capable of clear, understandable written and oral instructions.
- Valid Class G driver’s license and a good driving record.
